When Terry and Andy Bogard are young martial artists they witness their fathers murder. They know who did it but the police can't do anything about it and the boys are to young. The two boys are sent separate ways to develop their martial skills and meet again in 10 years. When they meet again, their martial arts master has an ultimate technique to pass on to the strongest of the two. They decide to settle who is strongest (among other things) at the King of Fighters tournament.
