On April 18, 1978, the U.S. Senate voted 68-32 to turn the Panama Canal over to Panamanian control on December 31, 1999.
Sunday, August 15, 1999, marked the 85th anniversary of the opening of the Panama Canal; the last commemoration before Panama takes control of the waterway. Under a 1977 agreement, the United States will cede the control of the canal and its facilities to Panama on December 31st; ending its military presence in the Central American country. Panama has already taken control of most canal functions.
