Safari Zone Tips

A foolproof way of catching Pokemon before your step quota runs out... sneaky, but effective.
To catch Pokemon before your time runs out, simply stand in a patch of grass and turn round and round by briefly pressing the D-Pad. It doesn't count as a step on the counter and you can still catch Pokemon!

The odds:

Chansey: about a 1 in 50 chance of finding one. Yes, I did work this out. Yes, I have too much time on my hands.

Pokemon catching guide

Rare Pokemon:
Scyther: Typically can stand having rocks thrown at it, so Rock, Poke Ball.
Chansey: runs away if you throw Rocks or Bait at it. Keep tossing Poke Balls and hope for the best.
Kangaskhan: Appears to like neither Rocks nor Bait, so do as recommended for Chansey, above.

For sheer randomness factor:

Go into the Safari Zone. Initiate a random battle. Throw a rock at the Pokemon, then some bait. Sit back and shout, "WTF!?"
