Otto Gottlieb is played by Craig Veroni, who has also appeared in an episode of Tru Calling and some episodes of Stargate: Atlantis.

Otto works with Ames White on tracking down and killing the transgenics, and probably knows about the snake cult even if he's not a member himself.

Not much is known about this character - but he seems to have no qualms about killing the transgenics, and even torturing them.
